Maybe add a new item to the tower shops. A device that allows a tower's owner to roll the 100% timer forward 1 hour. Make it expensive (cash sinks are always good). It would allow owners to fiddle and finesse the timer a bit more to their liking.
But to prevent abuse, maybe make a limit of use 'per day'?
