It's impossible to balance the game at all levels with the design Funcom has chosen for character development. And since 150+ is where the "developed" PvP battles occur, that's where the focus on balance should be."
I'm not even going to touch that with a 10 foot pole, aside from asking how level reqs on certain nanos will effect pvp 150+.
