dunno what the best yalm in-game is, but im quite satisfied with my ql31 yalm... requires 85 vehic air... works nice for me..
A brief look through Jayde's DB suggests that the top line new Yalms (Stiletto and Adaga) will jack your Run +750. Top it off with GF +720, and you'll be going quite fast.
A Stilletto is however horribly overpriced (plus you gotta get hold of all those Cold Stones), and has a Veh Air req of 1150, so that might hurt a bit.
