Alright my suggestion basically is to solve the prob. of higher lvls teaming with lower lvls in pvp areas and all the problems people have with it. (ie not being able to attack the lower lvl or the higher lvl attack the lowbie towers, etc.).

Basically seeing the FC wants everything based on a PvP range(not that i wholelly aggree with the Idea) why not put a check on teams, that when they enter an LC or PvP area (25%,5%,0%), that the server checks to see if all players in the team are in the same pvp range or at least with a max of 20% difference. And if the team doesnt meet that check the team is broken.ie all members disbanded immediately.

Now this check would be carried out even if one person of said team entered the LC or PvP area. The whole team wouldnt have to enter the area just one person. and if they didnt pass the check well *poof* goes the team.
