Yep I got one, it lasts 16 hours.

The hats come in "Vacuum Packed Santa Hat" and you right click it to get the hat.

Once the hat it out it will stay for 16 hours, so I recomend if you happen to get 2x of the containers (like me) keep one for rareness

Negative, the hats were spawning in Reets, but my chars got crash looped there so I petitioned and got them saved, at the spot where the GMs/ARKs were pulling to there was a stack of the containers on the ground, they got pillaged quick, I grabbed like 6 or so and gave 5 of them away.

i /petitioned for stuck in reet, the GM warped the spawn, i asked to have a vacuum and he deleted the opened one and he gave me the vacuum back ! wooot
