You don't get the essence of jealousy off neleb, it's off a mob around half way through... think the mobs called "Jealousy" actually. But as some previous posters have said this item is indeed junk, just like the normal kind.

it is not junk. if it does not work for you, you need a higher ql one. my ql 200 jealousy augmented agg enhancer works darn well in missions.

The problem is ...
- Aggression Multiplier QL 150 :: taunt ~ 600
- Only You, Only Me (Soldier QL 152 ) :: taunt 1617
- Aggression Multiplier (Jealousy Augmented) QL 150 :: taunt ~ 1400
- Mongo Crush!(Enforcer QL149) :: taunt 10000
As you can see you can NEVER take the aggro from an enforcer who uses mongo crush. Nothing broken, just one thing makes me confused: FC says the Enforcer was not designed to hold the aggro.

jealousy augmented @ql200 is 1800 according to Jaydes DB.
If my understanding of taunts is correct, damage dealt, damage healed, and taunt values from items/nanos adds to your running total on the mob's hate list. An event that taunts that particular mob causes it to check the list, and switch to who is on top of it, regardless if that person is the one that triggered the taunt event or not.
So a soldier's alpha + jealousy taunter should add up to a good chance at switching aggro.
Or maybe I've just spent too much time holding the notum-bong rifle...
