Overequipping Nerfs ..

A few posts below many people were ranting about the changes to Veks, rifles etc.

Err has this been actually confirmed. Only time I have ever seen this was in a discussion and unless I have missed something it could be months away or never happen.

So can anyone confirm the situation...?
