The reason that you cannot identify any gay bars on Rubi-Ka, is because nobody has organized one.

Establishments here are defined by who frequents them. Funcom just puts buildings in place. Dont look to them to do all the hard story work for you.
If your character defines himself/herself as gay and you'd like to meet and hang out with other who are gay on Rubi-Ka, then YOU'll need to pick a spot, advertise it, and encourage like minded people to hang out with you.
