Here's my idea:
Suppression Gas 50% in Clan/Omni cities.
This allows player with alignment owning the city to initiate attack to anyone belonging to the opposite alignment.
There should also be a Health/Nano Delta Bouns within the city zone giving the owner of the city a combat advantage
