Controller construction?

Is it possible to construct the actual controller? I know you can build personal serive towers with the Tuner item, and you can build the other Control-Support towers with the different clouds of nano-bots (are they one time only, or reuseable?), but can you build the actual controller? Ive run into land control areas in level range 10-25, 25-45, etc, but the only controllers Ive seen to buy are ql 10, 50, 75, 100, etc. Any knowledge would be appreciated.

It seems they aren't (else i suppose all the free control areas would be taken now )

But if you are lucky, you can find the good QL in shop...
