What is the total Cycling time from when the control tower is place that a zone first becomes 25%?

Anyone care to correct the above pls.. im not sure what the exact is this is only what i cold gather.

Our tower spends 17 hours at 100%, then 4 hours at 25% then 1 hour at 5%, rinse, repeat.
Dunno, maybe its special?
If you attack a same side tower from another guild, your tower cycles to 25% and stays that way for I think one hour. After that it cycles to 5% for one hour, then back to 100% (thankfully!)

Yeah thats probably about right. When you're fighting its difficult to check the tower
