TIM is a level 100 mob. TIM has a spawn time of about 1-2 hours (last time i was there..). --> item is easy to get.
get you +132 wrangle, unexpected attack, rifle expertise and you have 282 rifle, add your base skill. if it isnt enough, add a bright implant.
get you Take the shot and aimed shot expertise, that alone gives you 140 aimed shot. add your base ability and a low vision enhancer as well. add a shining implant if you should need it.

as far as i know HUD3 items arent affected by the OE rules .

what gun users (note: not soldiers alone) need is a broader variety of viable guns, with different attack skills, speeds and specials. allowing you different setups. and having no goddam proffesion only tags on them.

Btw this flurry of strikes wouldn't be soldier-only, it'd be agent only bwahahaa =)
