Are there any spots to place low QL towers? Like, say, QL10 control towers bought in a store? I have a lowbie guild that I run, and can't for the life of me find anywhere to place a tower that QL. Everything is 11 or 15 or 20. And on that note, how do I get a Control Tower between QL's 10 and 50?
What are the QL's of the inactive areas? Anyone know?
There's a QL10 one straight east of Tir, for example. Can't remember who owns it, but it's taken, alright.
