Veteran Bodyguard vs Veteran Enforcer?

Imo Veteran Bodyguard is a lower version of the Veteran Enforcer, correct me if im wrong here...

Now, why is it that the Veteran Bodyguard is about 2x as hard to kill as the Veteran Enforcer?

I cut a Veteran Enforcer down in notime but the Veteran Bodyguard takes "ages" in comparison...

Is this a bug, or is it intended?

And is anyone but me experiencing this?

probably the same reason as agents are super hard and the Xp from OT fixers is bugged.
