From what i hear, this item is somehow a part of a quest to be able to make towers. Not sure how or where, or even why if i buy notum wars i also have to do a quest to do it, but that is what it hear.

Its a quest given by the supply master Smug (or Eel if u are omni)

Supply masters can be found in the new camps in Avalon and Wailing Wastes.

U have to accept another mission first ( dont have to do it )

Then he will ask u if u want to find him some cigars etc, wrapped.
