Can anyone explain how dual range works?

I play a level 36 Fixer and I usually dual wield Sleekmaster Classics, a QL 62 in Mainhand and a QL 48 in Offhand.

I always thought dual wielding guns will let you attack faster than with one single weapon but last night I only attacked with the QL 62 in the Mainhand with empty Offhand and to my big surprise, the one weapon attacked and recharged way faster than when wielding two weapons.

Is dual wield broken or is this intended? I haven't timed the attack rate exactly but to me it looks like there is no big difference and since the QL 62 will fire more often when not dual wielding, damage output is also better.

So what is the point in dual wielding anyway?

P.S. pls excuse my poor English.

Two guns of the same type should give more attacks. Two 1he weapons hit more then 1 1he weapon that I know as a fact (32 hits/minute - 26 hits/minute).

There is a simple way you can test this. Stop watch and count hits.
