IQ rings yes but I've never seen an inst disc in a chest.
some random mobs drop those in missions (especially boss) and otherwise inst discs can be found on bileswarmer/claws/shades/plants/blasterbeetles/enigmas (prolly some others too but those were the only ones which came into my mind right now)
