When Stex asked me for Essense of Titan and CS shield....
I pressed T to see his lvl....and saw that he was lvl1....WTF. :P
Stex gets the following standard buffs from me whenever he is in Tir and i am there too...
Coruscating Shield
Essence of Titan
Stamina Boost
He is one TWINKED mofo!
About the lvl reqs. I am against it.
If a noob decides to take down a toon like Stex, that has TWINKED himself to pieces and done alot of research....good luck.

i could take stexer with my trader already have one time nd we dueled to half and he got to half and i was only at 90% life. we can go again tonight if you want..

stexer isnt an exploiter hes just really really goddamn good at math, i should know first hand he helped me twink almost every single char ive ever had, or gave advice on how to twink them. He's a twink masta =Pnewb in lvl, but not in expierence
Just get a lowbie 3x belt and 3 NCU robot reeds.
they are bugged at moment and dont matter what their "reqs" are they go on anyway.
allegedly fixed next patch.
You will find your ncu in your inventory in next patch.
Two items, the "NCU Robot Reed" and the item "Reinforced NCU Component Belt" used to be bugged. They were of high quality level, but were equippable by very low-level players, giving a big boost to NCU and the number of NCU slots available. The items have been fixed, so that they are now only equippable at the intended level. Low-level players already wearing these items will drop them to inventory when moving.
