At what level do Veteran mobs start?

I recently ran a QL151 solo mission and found a few Veteran Functionaries.

i think they might start earlier actually. at least ql 140 i think. But youcould always just tag along with a high level team and ask em to give you a key, follow em about then if they come accros a tag (their pretty common, i see em all the time f theres a clanner or neutral in our team) then you can take it.

I can solo QL~126 missions right now, so I guess I'll either wait a bit or team up.
