Misleading title first of all, and second Weird Looking Red Tape is indeed in ofab shop. Its above Intensify Stress.

As far as I can see there only exists one wierd looking https://aoitems.com/search/name:red+tape/ and This was seen in the Shop prior to the 18.8 patch... so some ting charge : )
The weird looking one isn't named weird looking anymore. The VP nanos have Bur in front of them.
