You see that on a Level 1, it's not a visual bug. Why?
The maximum skill allowed is 1, yet you have 6. So you have over max, with its base skill. So it will show maxed.
Since the cost to improve is its base, you haven't put a single point into it.
Now let's take an alt that has map nav IP'd:

You can obviously see it has been IP'd at some point. The maximum skill allowed is 287, but it shows base skill of 787.. so it's above max, so it shows a maxed out bar.
It will always show a full bar, since you're over the amount it allows from the start, so trying to reset it gives NOTHING unless you've put something into it... look at the amount needed to raise it.
Now I haven't gotten around to resetting this skill before in the past, because I don't have any IP resets on him nor a full IPR, so how could I reset it? I don't have VP on him to grab a reset from VP, I'm not willing to pay $$ for it nor pay 150m credits.
Regardless if you've IP'd it or not, you will still be able to click that button "Reset this skill (free)"
If it's past 10 or 8, you've raised it... if it's a decimal, you've raised it. Otherwise it's not been raised and you don't need to keep freaking out about it not giving you anything back. It's like trying to ask for your money back from a place you've never been to.
