Think lowest I've seen (having run an HI service for a bit) was 196 or 197. Not super low. Never saw a 200, though, highest I saw was 199 (which I have in a bag somewhere or other)

I know personally the lowest I've seen is 190. Maybe I should run a few HI raids to check.

Its mine Nanomage Enf, called Cycolina. Ql 199 Argument (lowest I have seen), and I had use 178 ql CC to eqip it + tons of other stuff, seriously. Took me around 1 month to get it on

With this weapon I deal around 3,7k crits on RK (max was 4200) and I can solo Ely heckler with ease (2 cause a problem, since perk setup which has no coon). I can also stand a chance vs 126 enfs and GA fixers, ect - they call me exploiter then, if I win). Second problem, cause of setup, is lack of NCU - I use all top RK buffs, Behe, CS, Mongo, Rage). Last problem is AR, irrc it was something around 1270, which is low for lvl 100 enf twink. Secodnly, proper setup with HP (I am NM, and I can swap gear/buffs to lower my HP from 12k to 7k) allows me to duel soldiers - always close call. After all, with duel stats (real duels) I have 98 wins to 11 loses (2 to a traders, 2 to Fixer lvl 100 named Ablatio, 3 to a 126 enfs, and 1 to a NT - root and run, and 3 to a Doc from my org called Rybka - lvl 110 thou). All work I have made with this twink was worth it, but I would not do that second time...

Now a days lvl 100 BS never runs - in fact, it doesn't run since 2-3 years. There are none twinks lvl 100 either, and those 110-126, are often osb'ed for duels, besides, 126 is superb to 100 in most cases, nomatter how good my enf is, they cause always huge problem because max lvl range and S10 gear, better perks, ect. From all 100 twinks I have/had (11), this enf is best, secodnly would be my MP with bow, insane DD/alpha setup and 3rd is a enf with Maul (surely he rocks everywhere), and 4th is a NT with evade/def setup.
