I am having trouble changing the chat window from normal to borderless, even I have mark of borderless in the game client settings before I start the game.

My guess is that you have a hidden window docked against that window, which will disable changing it to borderless. Open your Friends list and check all of your other chat windows to see if this is the case, then try again.
