I would if I was you. Post Haste. That way you can have a city as well if you have ai expansion. Good luck with your decision.
There's a lot of info on this forum about it, but in short, if your org has a city, you must have a paid org leader, since he will get a voucher to rebuild your city, which a fr00b cannot do.
I am too let down by this, because I prefer my leadership on the fr00b, but meh~
