Time zones? First thing that came to my mind. Maybe every 8 hours with a 17 hour (or whatever) lock out would be more even?

17 hours + 10 min grace time for killing
Not accounting for any server restarts in that list. It is quite possible with restarts to exclude unintended a prime time for a specific region for weeks or months. And we all know that we see a fair number of restarts and quick patches. All of that screws up the times.

Server restarts are a moot point and always have been. People live and work at a specific place and time, on Earth. That includes the numerous numbers of people that work on the server resets.
The issue is the timing between spawns and at 17 hours, that should touch the main playable times for the different regions over the whole week. TBH, don't get the complaints. The timing is irrelevant, especially if the ingame notification is working.
BTW, FC should add that notification to Tara as well.
