Any1 know who drops Punishment Rod?

Im looking for one weapon called Punishment Rod, some ppl mention it in the forums but im not sure if it are in game.
I waste alot of hours seeking special mobs with names like Obediency Enforcer (this mob arent in game).
If any1 know something about this and wanna share some knowledge plz answer

Obediency Inspector is definitely in game. Don't know about Enforcer.
