IMO, the only way I see to have a special with unlimited damage is if the crit multiplier on it was lowered drastically.
In essence, if AS had much lower crit multipliers, it would actually work, because agents *should* get the highest, which would mean that they would get the highest hits, and then the multipliers could just scale back from there. obviously, people like docs who pop an AS would see a much much lower hit, which is what it should be anyways.
