No one who is neutral on RK2 seems to know, or have neutrals been passed over again? The rings appear in the A/G list for patch 14.5... but..

There is two new neutrals npc's: an Nolan Deslandes in Neut'r us in Nl ; and one bonzo in pvp bar in mort.
they are not very talkative.. has someone mannage to talk to them? Nolan says : am a businness lady of sorts
