Make Incapacitate not require a perk a adv has to have running on the target and at the same time the adv needs a perk that a enf needs to be running on the same target at the same time.
Incapacitate : Special requires Bleeding Wounds to already run.
Bleeding Wounds : Special requires Disable Natural Healing to already run. ; User Ferocity of Nature 2 ; User Profession == Adventurer
Disable Natural Healing : The effect of this Special is a 1000 point heal and nano heal interval debuff. User Form of Troll 5 ; User Profession == Enforcer
