Nope, no fighting at all in 100%.

That's what made FT wars so popular on RK2 for so long. 75% gas inside, 100% in borealis. You couldn't even kill the leets/reets/ect that crats would charm then drop inside the city limits to clutter up the streets.

It's in the ICC meeting hall, which is a seperate indoor zone attached to the main ICC area.
