Not just speed stims . All the stims have seemed buggy.
Haven't noticed about health and nano stims, they add to respective pool, but speed stims reduce runspeed for the duration of the 'effect' (as you already know)

Sad thing is, dont remember who it was but i belive it was Cosmik on IRC that said when asked about speed stim fix in 14.5
"14.5 is not a bug fix patch"
Come on, FC deliberatly leaves bugs in the game cause a patch is not a "bug fix patch"???
