I presume you mean code of conduct? An ethical issue is based upon a specific set of ethics being written down (for example, lawyers, doctors) whereas a moral decision would be based on personal beliefs.

Assuming your org had rules that would present a code of conduct rather than an ethical construct methinks.

Pedantry++ (forgive me, had a discussion with my girlfriend who explained the difference between morals and ethics recently and thought it was neat so have set out to educate the world).
