Final solution to Best Soldier Weapon Issue

I've got the answer to this lingering question now.

3 Soldiers, same level and breed

one with SPB, one with, Jobe & Alien pistols, one with Spasmodic / Coop

1.) Untrain all perks
2.) Reset all IP
3.) All NCU Removed
4.) Completely Org-less
5.) FIGHT COMPLETELY NAKED IN THE STREETS OF BOREALIS!!!!

This is intended to be nonsense. The point being there are a wide range of possibilities / factors for weapons, other than just the weapon itself (I think some were actually taking it as serious)
