Stranges guys

Hello all!!!

Sorry for my english (Im french and dont speak very well english )but i try to learn!!!

I found some strange NPC ( if its the name)

1- IN varmint woods speaking about Rhinomen and poachers and about a guy name Stanley Adams

2- IN GAlaway a girl making some research didnt understand one word ( sorry about that )

3- IN Aegan (Wartom valley), he sais he s the leder of the Technoscavengers and show the bot for the 2nd and 3th dodga quest

Then if u know something about these guys, their utilities, how do get mission from them or maybe item to give to them send me atell in game or on this forum
