Yes, one of the biggest problems with concealment is that it's linked with aimed shot. Since concealment is messed up, aimed shot is messed up.

I'd like to see concealment and aimed shot separated from one another.

I've got to say that i disagree with the aimed shot/concealment being separate. Aimed shot is a backstab style attack and requires that you not have been spotted. That said you can move your location slightly and still take an aimed shot.

I do think that the super-high perception of MOBs is a major annoyance. 500+ concealment, hiding and cloaked and a guy my level still spots me? Fair enough if it's an agent, fixer or whatever; they should have a chance of spotting hidden characters but a soldier or an enforcer...
