I have no clue as to where the BBI thingy drops, but my bet is its either mission loot, or team mission boss loot.
The smg's in TLR dungeon are called Gamma Ejectors. And they drop off of bodyguard mobs.
Soulbug is right, was soloing in TLR (Biomare) mission awhile back and picked one up. However since they are NODROP and I am an MP it didn't do me any good.
