You get those when you complete Alvins initial static mission.

you can no longer get those pads anymore. Apparently someone found out how to exploit the mission so it was removed from the game entirely.

No wonder, I finally waste 2 hours doing the damn quest only to have him take my card and never give me a pad

Yesterday was a waste considering I spent 3 hours in an event which ended up as 20 lvl 100+ omni storming a clan base with lvl 70 guards, not to mention the fact that they were already dead when we got there.
