OR make an area which makes people want to pvp . Like rare items which fall from spawning mobs.

There needs to be something which makes people want to go into 25% or 0% zones. Kinda like bate.

Maybe put whompas to them from Newland, Tir, and Omni-Ent. (Major cities)
