Does the new german server come out May 24th?

Anyway, I was thinking about how things will be somewhat different there. There won't be any old low light targeting scopes there right? This does change pvp a little. Also alot of the cheats people used before, are fixed now. I'm just wondering if this will cause some players besides germans, to wanna give the new server a shot. Only question is, will people be able to change dimensions and go to and from the german server in the future?
