    Subject displayed above average results on IQ, spacial orientation and physical contitioning evaluations. Mental state currently in question but not believed to be dangerous. A review of subject's conduct record at Detention Station reveales no additional violent/aggresive acts.

    Mr. Franz cursed as cold water and ice ran off of his desk and fell into his lap. He had knocked it over while reaching for a status chart mounted to the side of cubicle. He quickly rose from his cubicle and went to find a towel, or anything else he could locate to dry his pants.

    The air conditioning system, always unreliable, tended to clog at least weekly in the summer due to all of the soot and dirt in the air. The temperature was easily 100 degrees inside the cramped and small office spaces. This was definitely not one of OMNI-TEK's better assignments, he grumbled to himself.

    In fact, OMNI-TEK's prescence in Atria was minimal. The planet was heavily industrialized, but generally considered too low-tech to bother with. The few Industrial plants OT had located here produced generally low end items. due to the condition of the planet, they were ablt to do so at an amazingly low cost. There was virtually no labor or environmental rules to comply with and the planet had paid the price for this.

    Mr. Franz looked out the window at the surrounding city. There was not much to see. over 80 percent of the planet had been urbanized. The majority of it with factories or substandard housing. He wanted to leave this place and never return, however, in order to do that he must impress his supervisor and OT. This task he was so far failing miserably at.

    He returned to his cubicle and continued with his work. He stared at his computer terminal and the case file currently displayed on it. There are over 10 million people incarcerated on and around this planet. the government of Atria was generally considered to be a "labor" type government. There was no death penalty, there was a huge welfare program to support the 55% of the population that did not get paid enough to survive unassisted. almost every crime carried some sort of prison sentence.

    He didn't even want to think about that last part. the prisons on this planet were easily the worst he had ever seen. horrendously overcrowded and poorly build, it made him wish that there was a death penalty. It would have been more compassionate.

    his attention returned to his computer terminal and he forced himself to concentrate on his task at hand. He scanned the file briefly. Murder. Damn, and such a promising candidate too, he thought. OT, as a matter of practice, did not generally consider violent criminals such as murderers, rapists, arsonists, etc. for the program, although there have been known to be exceptions, when required. As he reviewed the supporting information, several items stood out at him. The subject had military experience. Ineresting. On this planet, a rarity. The military was very small, poorly trained and generally used to assist in dispersing domestic disturbances. There were a few exceptions, however, and the subject appears to have been selected for one of the prior to his arrest. A few military units from Atria were attached to the quadrant defense grid, which was made up of all inhabited planets in this sector. By all acounts, Atria's contribution to this force were superior units. Mr. Franz laughed to himself, "if they only knew what this place was like... "


    He considered the subject again, and also his own situation. He needed to find candidtates. he was far behind in his quota, and had already received several warnings. OT needed people and the Atrian government was more than willing to provide them, for a fee of course. OT called it their Rehabilitation and Reconditioning program. Despite the label of "slave labot", OT did make an honest effort to turn these people into productive employees. He needed good candidates, and this one was perfect, with the exception of one item. He was a murderer.

    While deliberating with himself he remebered the memo he had received. where was it? He made a quick search of his desk and found it buried under expired events calendars. He read to himself:

    To: All OT Case Evaluators
    From: OT RandR Program HQ

    1. due to the deteriorating conditions and political climate on the planet Rubi-Ka, our RandR program will be accepting candidtates that meet the following requirements.

    The list was long, but the subject fit every single one, even excelling at some. He continued to read:

    6. finally, any candidate fitting these requirements will be accepted to the program on Rubi-Ka, REGARDLESS OF ANY OTHER LIMITING FACTORS. please comply.

    Bingo. He dropped the memo and began to type:


    "Addtitional notes: subject meets requirements for assignment to Rubi-Ka division. Limiting factor of "nature of conviction" will be waived. Subject is hereby approved for transfer."
