You would think that they should have had this (along with tons of other stuff) in the instruction manual. There is no way it should take this long. Maybe they had a fire that destroyed their coding notes. Someone had to come up with the formula.

What makes you think any of these formulars are yet fully agreed on? The developers may change formulars slightly between patches to improve the game balance. Putting formulars into an instruction manual is a bit technical and may end up being mis-informaton.
