How can I duel my friend whos 20 levels below me......

I would like to duel my Omni friend, but hes 20 some levels below me (still green to me) Is there a way I can team with someone to kill him? How does this system work?

both of you team with lvl 75+ i think.

But its not allowed, yet patch after patch after patch they still dont fix it.

I have a warning on my account for attacking a lvl 30 at vl 120 ish.
His own fault.
