Recruitment is back open with the following rule:

1. You need to have three current members of The Order of Chaos vouch for you.

I suggest you team with existing members if you are interested in joining. Let them get to know you, and then ask them to vouch for your membership.

1. You must be level 50 or greater to join.

2. You now only require two people in the guild to vouch for your application.

3. Speak to Nodamp in-game to find out about joining, he is the head of recruitment.
