Raising Map Navigation

Aside from implants and IP is there any other legitimate way to raise map navigation skills? I am having a rough time finding my way back to towns once I complete a mission. I undestand the need to have a skill limit on some maps, however I do not understand why the natural progression of leveling and skilling is not more inline with this. How can I raise my Map Nav so that I can use the maps for the areas that I am being forced to go to?

I'm afraid that those are the only ways. I have built several sets of MapNav implants and every once in a while I build a new set, pour a bunch of IP into MapNav and I update my map set (and I'm a crat, so that is a very blue skill).
