We the Independant Midland Federation (Neutrals) demand the immediate release of previously locked land areas for notum tower construction. You have ignored the Rimor dimension long enough and have caused war by not acting on the problem and opening up new land licenses. We neutrals are stepped on by clanners full of greed and hypocracy and can no longer deal with the problem. You once promised to take care of us, now we are coming to collect on that promise.
