Alek apparently won't give the quest to arrivals from Arete? Or, a toon level 43 is too big to be allowed to do the quest?

I was looking over the guide for this quest on AO-Universe and it notes that it is for toons 1-50 ...
Assuming that was once correct, perhaps this quest is broken or checks a flag for leaving the old newbie island?

I think he capped at level 25 before, I know it was before 50 when he stopped bothering my characters when I ran passed him months ago, but don't recall the exact level.
