How high towers can you put on a controller?

I was under the impression that the towers on a LC area could not be higher than the controller of that said area - all until i flew past a ql100 controller that had a 114 tower. Is there a % limit to how much higher it can be? Was that one tower a miss/bug/exploit?

A tower can be whatever range the Land is..
SO if the land area is 150-220 then you could put a 100 Control tower up and 220 support towers... (not recomended BTW :) )

I see high lvl guilds that place ql125 control towers only so no other guild can attack them without bringing lowbie alts, really weak, think they should change so the normal towers can't be higher ql than the control tower.
