Multi-purpose tuner

Was wondering if everyone but me has been able to lay there hands on the tuner in question. Been to the Sentinels compound several times - talked to alot of characters there, have given Smug the cognac & cigars - but still no... ;)

You have to accept the mission to get the logbook from his omni counterpart first, then go on and get to the basket.
