Maybe that small subset is the real set, the one based on speculating about possible future developments of science. As opposed to the "broader" field of the "fantastic" were wild speculation based on nothing that sometimes even contradicts real science for no good reason gets defined as science fiction.
Don't get me wrong, I am a big fan of the fantasy genre too and there are some excellent stories that mix different genera, but a lion is a lion, an eagle an eagle and a mixture of both a chimera.
