Not according to the Tir Accord. First paragraph defines the Council as the “governing body of the united, independent Clans of Rubi-Ka.” Are you saying that this was a willful misrepresentation of its true function?

When did the clans offer this? I must of missed the memo. However, can you at least bring youself to admit that when two bodies are discussing matters, and one of them disappears, it’s somewhat difficult to continue the conversation?
